Hinako must navigate this unrecognizable landscape, solving puzzles, battling grotesque enemies, and ultimately confronting a profound and agonizing choice to survive. This is a story about a beautiful, yet terrifying decision.

The game is set in the fictional Japanese town of Ebisugaoka, inspired by the real-world town of Kanayama in Gifu Prefecture. The developers meticulously recreated Ebisugaoka, capturing the intricate detail of its labyrinthine alleyways. They utilized reference photos, recorded authentic sounds of daily life, and incorporated historical materials to accurately portray the 1960s setting.

Ryukishi07, a longtime Silent Hill enthusiast, has played every game in the series. He describes the development process as both a return to the series' roots and a series of fresh challenges. A key challenge, he notes, was creating a truly authentic Silent Hill experience outside of the familiar titular town.

He states, "From a creator's perspective, I'm confident we've made a true Silent Hill game. However, we're eager to see how long-time fans react and whether they share that sentiment."
