The short answer is: Yes, for limited banners. Your pity progress and pulls from one limited-time banner will transfer to the next.
For instance, during the global launch, the Suomi and Ullrid banners ran concurrently. Pulling on either increased the pity counter for both. If you were close to pity on the Suomi banner, you could switch to Ullrid and still benefit from the accumulated pity. This carryover applies to all future limited banners, confirmed by Chinese server players. Once Suomi and Ullrid's banners end, your remaining pity will transfer to the subsequent limited banner.
Important Note: Pity does not carry over between limited and standard banners. You cannot stockpile pity on the standard banner and then use it on a limited banner.
While the hard pity is 80 pulls, a soft pity mechanism begins at 58 pulls. After 58 pulls without an SSR unit, your chances gradually increase until you reach hard pity at 80.
